The question whether there already exists a politically aware audience, indispensable as a countervailing force to the bureaucracy, is addressed by focusing on the widely used practice of electoral influence peddling and vote-buying. These questions are treated in the context of two major political changes in Thailand: decentralization and a reform of the relationship between the political system and the citizens.
